The language they speak is just individual letter sounds SEPARATE and sped up. If you're wondering what would make this separate from English, it's sped up extremely fast and each individual letter sound would force an extra syllable onto the word. For example, "Hey" would be the sounds of "H" "E" and "Y" separate from each other, and sped up very fast. "Hey" would have 3 syllables instead of one because there's 3 letters. If you would slow the character's speaking down, it would sound sort of like English. If you really think about it, it's just slurred English sped up very fast. The voice actors were Japanese so it's also with a Japanese accent.
