Description
A secondary evolution for magikarp, not based on rage, but instead on humility as well as perseverance.
Ingame I would give it a special way to evolve. Something like Having Magikarp(itself) battle a hundred battles, win or loss doesn't matter. Or have it evolve once magikarp manages to deal a finishing blow on an opponent.
Level 20 just seems a bit too effortless for being based on the story of the koi and the dragon gate.(with the exp share, or switching magikarp out for a stronger pokemon to finnish the battle.)
This evolution would then gain the dragon typing instead of flying like gyarados.

In the design I kept some of magikarp's colors to suggest a more gradual tranformation, in which it is still the same fish as magikarp, but stronger and dragonier. It keeps magikarps golden crown, which becomes rounder and friendlier looking than Gyarados. It also keeps the fish fin, which become way larger like dragon wings.
