Nice! I always liked the idea of Tails being with Fiona.
But, considering she left him to be with Scourge, my own head canon goes like this: because she didn't fit in, Anti-Fiona from Scourge's zone came to live on Mobious Prime, to fill the gap left by Fiona Prime. (You know how those Zone Cops like to keep things balanced out.)
In other words, because Fiona Prime tried to be good, but ultimately went bad, this means Anti-Fiona tried to be bad, but ultimately went good! This means she'd make the perfect girl for Tails!
SOOO, seeing these pics really makes my day! 
OH, and one last thing: considering all the Anti's took new names, I started calling Anti-Fiona "Fi Fi" -! XD

My personal head canon is she's Anti-Fiona from Scourge's Zone, who came (at the behest of the Zone Cops) to fill the gap left by Fiona when she abandoned to Prime Zone to be with Scourge.
This would make the Anti-Fiona or "Fi Fi"s life choices the reverse of Fiona's, meaning she tried to be bad, but ultimately turned good. X3

That depends on the context. Mayhaps the background story involves Fiona never becoming evil, or she's repented and Tails forgave her. In fan works, anything goes.

For all the different ways this could go, I would prefer it if Fiona had been redeemed through Tails's love.
No, scratch that... The love of her entire team.
Tails, obviously, would be the first to tell her that he still cares about her, even after the terrible things she's done. He says that he understands her perfectly, knowing what kind of life she had, plus the fact that she didn't really have a childhood. Over several deep-reaching comments, all spoken with a patient smile, Tails manages to melt Fiona's heart by saying everyone needs love to live. It can be romantic, familial, or casual; as long as said love is genuine, it's guaranteed to keep someone's heart healthy and strong. Then, he hugs her, completely catching her off guard.
Suddenly, Sonic turns up. He seems to have something to add, too. Surprisingly, he kneels down to Fiona's level and hugs her as well, apologizing for leaving her at the prison after their unsuccessful rescue attempt. He explains that they left because the enemy presence was simply too strong; it wasn't because they weren't worried about her well-being.
Fiona is hesitant to believe Sonic, accusing him and Tails of trying to make her cry for revenge, or getting her to open up just to ditch her again. But then, Sally Acorn turns up and joins in, apologizing on behalf of the Freedom Fighters. Even though they didn't always see eye-to-eye, Sally says she still cherished their friendship together, asking her not to hold on to her anger anymore. She wraps her arms around Fiona.
Fiona starts asking, "Why...? Why are you all being so... n-nice to me...?" She begins to shake, and she breathes funny for a bit. At that moment, Bunnie joins the growing group-hug and muses that holding on to a grudge tends to eat people up inside, especially if it was over something that can't always be helped, calling back to the prison incident. Antoine also shows up and lambasts those who set Fiona on this path, while simultaneously lauding the Freedom Fighters as the most trustworthy group he's ever had the pleasure of being a part of. The D'Coolettes both embrace her as the others.
As Fiona's eyes start to fill with tears, overwhelmed by all the love she's being shown for perhaps the first time in her life, Rotor arrives with Amy Rose in tow. Rotor says that what binds the Freedom Fighters goes beyond mere camaraderie for the sake of world-saving; it's because they care about each other like a family. Thus, Fiona's departure has left a feeling of emptiness; Rotor extends his arms around Fiona and the others, hoping that space will be filled again.
Finally, fighting the urge to smash Fiona with her hammer, Amy admits that she doesn't like Fiona for what she did... but that doesn't mean she never will. She says they just need more time to get to know each other, as real friends. If Amy's acceptance of this is what it takes for Fiona to come back home, she's all for it.
Once Amy's hand is rested on the back of her head, Fiona struggles to open her eyes. Through a small squint, she sees how sincere her old teammates are, especially Tails, who looks up at her with a light brighter than a blue star. Then, when Nicole suddenly chimes in over one of the Fighters' devices, the words "We never give up on each other" is almost earth-shattering in the red vixen's mind.
Suddenly... Fiona's arms gravitate towards Tails's back. Shivering, she clutches the twin-tailed fox and returns his embrace. "I'm sorry..." she murmurs. But she repeats herself louder. "I-I'm sorry...! I'm sorry! I'm sorry!! I'M SORRY-Y-Y-Y-YYYYY!!!!" Fiona completely melts down and sinks into her friends' embrace. Even though she's sobbing too hard to form the words, the only thing in her mind is, "I have my family back." Nicole starts playing a touching piano/violin melody, loud enough for everyone to hear; before they know it, the entire group is in tears.
Thus, Fiona Fox, the Prodigal Freedom Fighter, had been brought back into the fold thanks to Tails, and his dedication.

Maybe have a few sweet scenes that gradually get sweeter until they finally become a proper couple? So basically, I'm suggesting a final image where they're snuggling together and such. And maybe a flashback to her turning good again?
