Due to the heavy presence of Combine military in the area, establishing a proper and coordinated rebellion proved difficult for the average C29 resident. However, as standard metropolice did not share the same high-end augmentations as their military counterparts, it was not hard to mask their intent of rebellion due to their deceptive pseudo-loyalty, though it is unknown as to how such a feat was kept secret as intrusive surveillance was notorious among combine-operated residential centers."
