Wow, you asked for another piece. Close to the first, but still very different in several respects.
I remember you asking that question for the other piece too, not sure I ever answered...as it's thanks to you we now have two of these great pics in existence, I'll answer both (this is based purely on what I see in the pictures, remember).
Based on the first one: I'd say Naruto. I only base this on the fact that he seems to be laughing at least as hard as the other two despite having his toes scrunched (which would usually lessen the sensations), but who knows, for all I know Konohamaru could be going harder on him due to their long rivalry.
Based on the second one: for me, much harder to decide. Goku seems to be taking it well compared to the others, but that doesn't necessarily mean he's less ticklish. It could be said that Naruto is tilted/leaning forward, suggesting either submission to the sensations from the tickling or that he's bucking. But looking at Luffy, he really seems to be suffering in this one. The toothbrush would be devastating under the toes, so again you could argue the stimulation is worse than for Naruto, but then he's got his toes clenched which could be limiting the effects of the brush. Either way, he really seems to be breaking under the pressure of the tickles, so would say him for now (until I hear other people's reasoning).

I would have said It is Naruto in both pictures.
First one: becouse of the same reason that you mentioned
Second one: Becouse of the bucking and he is the only one who isn't tickled with an item and is still laughing as hard as the others
but your reasons make sense, too
