No, but there are less expensive alternatives, such as parrafin wax, polyethylene and water. I suppose you'd need quite a lot, because Neutron radiation is very high energy...

But if you think about it, a lot of people don't want to be paying for a missile that they're not going to use. Plus, if they want to use a Silo, they're going to be asked quite a few arkward questions.

With the trillions of dollars spent on weaponry worldwide we could instead feed, clothe and medically treat every person on the planet. Then, the next year we could crack the great medical problems (Cancer, Cystic fibrosis, etc) and eventually develop interstellar travel, and so on.
