This is card #3 of the 10 Nights of Fright 2019 set.
Ah, 'Ring Around the Rosie'. It's a rather ingenious children's jingle, something that helps make many a game go by faster. Except for this 10 Nights of Fright, the phrase has been mangled a bit from its current iteration. Here, its origins date to an unspeakably tragic part of the Inquisition; where the 'truth' was extracted by affixing superheated manacles around a victims wrists, until they either forked over more victims or lost their blackened arms to the torture. And what's worse: they often did this punishment one wrist at a time. Ashes, Ashes, We All Fall Down, indeed.

A monster equipped with this card has its ATK becomes equal to its DEF, its effects are negated while in Attack Position, also if it leaves the field while equipped with this card, except the turn this card was equipped to it, you can equip this card to another Special Summoned monster on the field. If you control no cards, you can activate this card from your hand.
