Tigers are very territorial, and have regional governors, something of a loose confederation than any monarchy. They're more than willing to do business as long as its mutually beneficial. In the Tiger's case, they are given chattle, by that I mean both servants and a meal source, and in turn, borders are established, that way no one goes into Tiger territory to be eaten, and no tiger comes out of it to eat.
