Duke Nukem is a fictional character and action hero who has been the protagonist in over a dozen video games.
The character first appeared in the 1991 video game Duke Nukem (also temporarily known as "Duke Nukum") developed by Apogee Software. He has since starred in multiple sequels developed by 3D Realms, and presently by Gearbox Software who have since bought the rights to Duke Nukem and own the intellectual property.

it's digital work so most likely photoshop or a similar program where you can create many layers.

you did the lineart and then colored it digitally like I do with some of mine. It rocks, by the way.
I use openCanvas or gimp to do my digital coloring because photoshop gives me headaches - literally. It amazes my mom and fiance that i can pretty much always tell what medium a picture is done in, be it markers, pencils, paint or digital painting.
Digital coloring has a very specific look to it, kind of...hmmm...smooth, where as an actual painting, no matter how good the painter, always has at least some small brush strokes you can see...Markers lack the perfect smooth of digital but have their own smoothness, when done well and usually a richness of color that few other mediums can replicate...and colored pencils, like traditional painting, no matter how skilled you are with them, there are always at least faint pencil marks to give it away.

Aha! The secret is out! Pig cops were responsible for Duke Nukem forever in their ultimate plan to make humanity hate duke, so they take over the world easier. It all make sense now!
