Because Gary was hardly in the original series, and whenever he does show up, he was generally antagonistic towards Ash without giving him a chance to prove him wrong. It only got worse when the Johto arc came along since he's in it even less than in the Kanto arc. If Ash and Gary had crossed paths more often and battled with each other as many times as Ash and Paul did in Diamond & Pearl, then their supposed rivalry would've been something that's actually worth sitting through and the praise Gary gets as a rival for Ash would've definitely been earned.
