Description
Basically, Chiro goes evil and gets icy powers when he accepts a gift from some mystical, rather adorable, snow hermits that no one was really even sure existed or not. Aside from being able to control environmental phenomena like burying half of Shuggazoom in a sudden avalanche of snow, Evil Chiro's goggles are fogged up, concealing his eyes. He also doesn't speak, but rather chooses to communicate with his hands; a fist thrust forward can make a blast of cold air, but a waved hand creates a thick sheet of ice. The monkeys inevitably save him by destroying the gift that started the whole mess.
