The Fluttershy figure that came with the Suprise bags actually was a repaint of Rainbow Dash. All the others were repaints as different characters.

This reminds me of Greg Land art. As long the colors are right, a girl can be any character he wants.

Whoa man o-o that's super weird... Especially the Rainbow-Rarity xD; Actually all of the Rarity repaints look kinda freaky...
Rainbow-Apple is cool though xD I think Dash should steal Applejacks's hat for realz...

Even if they are "repaints", I kind of have my favorites from this.
Twilight of course looks best as herself, but Pinkie Pie and Rarity could pull of that look too.
Rarity and Pinkie Pie seem to compliment Fluttershy's look a little better. (No offense to the Flutter's fans, but some color schemes just work a little better than others.)
Applejack is perfect as herself, but if Rainbow Dash ever felt like changing her look, a cowboy hat and a ponytail (haha, even I noticed the pun) would work great for her. Oh, and of course Rarity looks even better with freckles.
Pinkie Pie... You have the best hair style for Twilight. I'm sorry, but you do.
Funny... Only Rarity seems to be able to pull of Rarity's look. xD
And just about everyone can pull off Rainbow Dash's look. Except Apple Jack, sadly. Orange in that color just seems too strong for this style.
I'm sure I've angered some folks thinking all that, but I actually like this piece because it shows how many variants things could have turned out. I still like the characters the way they are, of course.

Repaints are a fact of life in the toy industry.
And Im sure that they likely have a new Fluttershy in the works already. If not, they probably will if the figurine line is successful enough, since redecos help pay for new molds. They probably just didnt have a Fluttershy ready and rushed a Ranbow Dash out for the meantime to have the whole cast at once.
Just think of the current RD redeco as a placeholder for the time being.

Oh yeah, personally I have no problem with the actual figure since the hair on it is blobby enough to be Rainbow Dash OR Fluttershy; it's the really odd recolouring of the Rainbow Dash artwork that baffles me. They could have got away with it!

Hmm, I see what you mean. Pardon me, I thought you were complaining about the actual figure, and I just wanted to say getting a new sculpt for FS probably isn't out of the question.

As for the art, Meh. Package is going in the trash anyway. Have these figurines even shown up anywhere?

They don't all look terrible, but it might help that all the color schemes are fairly tasteful and pleasing to the eye.

This reminds me of that Marilyn Monroe pop art with all the different color channels.
It's pretty interesting how their colors are more a defining feature than the model.
