Technically it can be either since foal describes the type of baby, but 'Beautiful Baby' sounds far better than 'Beautiful Foal' in my opinion

Well, in the episode "Baby Cakes" "foal" and "baby" are used interchangeably.
Some fans have used "baby" to refer to new born ponies, as opposed to foal s as 1 year olds.
And the there's the merch canon of the "so soft newborn" ponies.

Yeah, she seems to be caught here in that special moment that only toons experience - the one between a painful experience and the reaction it provokes, where a toon will usually look straight at the camera with a pitiful expression before letting out a blood-curdling scream.
