Maybe because brunettes don't stick out as much as blonds do. A dye job. As an agent in Her Majesty's service, she needs to blend in especially if she is going overseas. Blond girls stick out like a road flare on a dark road, even is many parts of Europe.

Dude this is so frikkin awesome! I'm actually making a character with a skirt too (in my gallery). I'm wondering how you made her skirt in the model (as in, what happens between her legs. Did you model it, or is the skirt a double textured plane?) Could you provide any info? I'm still kinda new at this haha
