Kero is a guardian beast from Cardcaptor Sakura That's his 'civilian' mode. He's really a huge winged and armored lion.
It is a magical girl anime where the character named Sakura must capture a bunch of magical cards she accidentally let free. She has a best friend named Tomoyo (who's number one hobby is stalking Sakura, video taping her every move) and every episode Tomoyo forces Sakura into a new outfit when she's officially hunting cards. Most of those cards are extremely ruffled and lacy dresses.

You'd have to watch an anime called Cardcaptor Sakura to get it. Or at least see pictures of the main character's battle costumes.

Weeeeeeell yeah, you are. I've noticed a particular pattern and resemblance to almost all the costumes (including the Clow Cards) in CCS and Toph's doesn't match them. But it's kinda funny though, I was watching the third to last episode of Card Captor Sakura earlier today.
