Samoleep basically came about towards the end of an older iteration of the Tenjoh dex where I realised that I hadn't exactly got any water types which were conventional fish. Funnily enough I read that the exact same thing happened for GameFreak in Gen V, hence why Basculin has two forms in order to 'bulk' up the amount of fish available.

It doesn't really look like it but Samoleep is your generic salmon. It's in game location would change according to the season. I guess it would also be able to learn moves like Bounce from jumping.
