this is a reimagined return of cell instead of Cell Max.
remember that scene with whis catching a bug and stopping it from biting him without thinking. well I took inspiration from that and the fact gero used bugs to scan and monitor the Z warriors for years. this time Cell returned whenever everyone was revived after buu destroyed earth.

cell went into hiding and began training to full master his abilities and all the tech gero left. such as androids, the labs, and most importantly the bugs. Ever since his return he constructed a portal to the time chamber, using his own magnificent mind and power.
a man made construction to and from there.
AND creating more bugs to monitor the Saiyan's and all other threats to the warriors. he's seen everything up to this point.

he's been using the bugs to gather the DNA of the saiyans as well, even from the likes of beerus and attempting to get whis however, he never could catch whis. but his luck all changed whenever he nabbed a piece of the Omni Kings power since he had a couple bugs go with the warriors to the future he was able to monitor them there and one of the bugs survived and snatched a small piece of the Omni Kings power. however unlike Frieza he has been training his body and with the new knowledge he managed to unlock the golden form and then on top of that combine it was super saiyan Rose, because ever since super Saiyan blue was introduced it's taking nothing but Ls

so he figured this more Divine form would be perfect for him so he also grabbed the DNA of present Zamasu aka before he was immortal. he has been training his body to the point that when he does return to Earth he instantly challenges beerus which he has been slowly but surely tapping into his education Powers as he has been absorbing both the energy and DNA from them all.

this version of cell is more than a match for Beerus, however it's with the assistance of super Saiyan blue vegito that the God of destruction stands a chance at stopping him at all. but cell is secretly using them to strengthen his body and once his body reaches the next evolution and is strong enough he will try again to absorb whis's DNA and power.
either via bug or killing the angel himself. and after his body is strong enough to withstand it he will absorb the Omni Kings power still saved in that one bug that is secretly hid away.
