PsiCorps (former known as People Control Commission) is the first wing of the Epsilon army, founded and lead by Yuri himself during his early days in Russia, all the way back under Stalin's rule. Under his guidance, PsiCorps have remained pioneers in the psychic technologies such as mind control or telekinesis. This allowed PsiCorps to turn the tables on opponents who vastly outgun or outnumber them, despite the generally poor armor of its units.

After the pyrrhic victory of communist world in World War III, the USSR should restore the peace under communist regime, administrate to suppress the capitalist resistance in an annexed Soviet States of America, celebrate the victory parade in Moscow to assert dominance as the new world order, and collect a reparation from European Union and China. But weakened superpowers is what Yuri desires for his domination. Yuri's People Control Commission coups d'état against Romanov's government at the Moscow victory parade and kills premier Alexander Romanov with the help from Scorpion Cell then spreads the terror and message of Epsilon Army around the world by surprise.

The forces of PsiCorps utilize anti-gravity propulsion for several of their mechanical units in order to further increase their mobility and maneuverability. The gravity manipulation has also been weaponized in the form of their Repulsors, Magnetrons and Magnetic Beams. The combined use of these bizarre, but effective forces, along with the presence of Yuri’s cherished progeny and possibly the strongest psychic manipulator yet, Libra, makes the PsiCorps one of the biggest threats to the free world.
