Does painting on velvet mean exactly what it sounds like? You're painting on a piece of velvet fabric?

Yes, this one is indeed painted on stretched velvet fabric. A few are done on "velvet paper" (sometimes called "pastel paper") which has a flocked surface to simulate velvet.
