Description
In my fanfic universe, at the beginning of 2376, just weeks after the end of the war, Starfleet agrees to establish a presence in Cardassian space to help co-ordinate the relief effort to the former Cardassian Union. Starfleet takes control of Empok Nor and after a few hasty weeks of repair and refit work, they reactivate the base as Outreach Station. From here the relief task force is commanded and all convoys are managed.

As the weeks progress, many are drawn to the base, looking to begin new lives, and so the Promenade begins to come to life once more, with traders, merchants and entrepreneurs looking to bring some life back to the old base.
