Fudge Cookie is one of the high council of a city called Berry Meringue. They control the docking shipment to the Jam Port and is often seen around outside near the port as to either check with the shipments personally or to be sailed away to another continent. They're quite charming when you meet them, they give off a tone of soothing seduction. Perhaps this is a way to lower their opponent's defenses, or it may be just a gesture they gained overtime.
