There are tools like the layers, mask, tones, and watercolors that can make it look very realistic. you just didn't look hard enough XD Trust me, it's more than MSpaint. check out this stuff [link] and this stuff [link] That's using the watercolor tool. Lots of awesome cartoon-y or manga-like stuff vcan be drawn using tones, also.
