Hetalia does not only take place during WW2, there have been accounts in the manga and anime of time periods before and after many, many times. That is why my Panama's original outfit and looks are culturally modern~

Buuuut, heres some WW2 themed outfits for her to quench your thirst (and their real life references)
Her hair is pulled up and pinned/rolled because it was the 40s style lol (even though hetalia never really cares much about eras with the personification's appearance, huh?)

The uniform is a canal department uniform. During the first world war it looked different, the pants were much like the German ones (puffed) but during WW2 it's pants and badge became more Americanized (when it came to the Americans, it was safer to be stationed in Panama, there was literally no fighting taking place there, just canal operations and shipments). Coca Cola even made a Panama-themed advertisement.
Panama Hattie was a film stationed in Panama following the "Good Neighbor" policy refusing bad stereotypes on Panamanians (I believe it was also referenced to WW2's time, highlighting how marines throughout the film were just having fun).
