I work on a neonatal unit, often neonates show attachment to a particular person, which implies that at some level they can form a bond already.

I came across some information that twins normally do not even really connect until about the 11th day when their vision starts coming in. But this twins probably do know the other is there from the touch.

Newborns by definition are babies up to Day 28, so that would take them to Day 11 as well. 
In reality it's impossible to establish whether there is an emotional and tactile connection between twins, and when it really sets in. At the end of the day, they did just spend 9 whole months cuddled up tightly against each other, even if separated by a few membranes. They will also go on to live their whole life linked in some form or another to each other. It's a powerful bond and we still don't know the science of it.

I love twin science and psychology, so I know what you're talking about without getting too far into detain, but yeah. Parents of twins have been known to say they don't, at least, take interest in each other until about the time they can see.
