Description
Name:ShargooseEvolution of Zangoose.
Zangoose has to win it's eternal battle VS Seviper, so he has evolved to get the victory.
Zangoose evolves into Shargoose when it reaches the level 30 holding a "seviper skin".

Pretty good, it looks like Zangoose would actually be able to evolve to this form.
There are a couple things you should look at though. First is the name, since it probably wouldn't be used due to the target audience. Second is the style of evolution. Most likely, if/when implemented, it would probably use a different method than standard evolution, such as evolving after learning a certain move, in a certain area, etc...

Ah, but that's still doable in current games. What I was getting at was that usually if a pre-existing pokemon gets a new form, Nintendo has it be in a way that's not possible in previous games to explain why it wasn't possible in previous games.
Try Leveling to at least level 30 while holding a Seviper Skin. It would fit into the games better, and would still make sense due to the Seviper x Zangoose conflict.
Of course, the same could be true with Seviper... Level 30 holding Zangoose Fur, perhaps?
