Description
As with any version of Octavia I've made, there's always a common trend which makes Octavia what it is:

> Octavia is a maritime state made up of eight prefectures (their names vary, but there capital is always named Hellena) ruled by a Statholder and an oligarchical council known as the Secretariat Octavate (aka the Eight Secretaries/Secretariats).

> Each of the eight prefectures is ruled by a governing Prefect, who is given authority by a Secretary hailing from said prefecture.

> The Secretariat Octavate (Eight Secretaries) are a small council of eight of Octavia's best and most powerful men who act as advisors (if not co-rulers) to the Statholder, helping him (or her) to govern.

> While the Statholder does in fact rule Octavia, it is the Secretariat Octavate who hold the real power, as it is they who give credence to the Statholder's authority to begin with.

> Whenever the most senior Secretary either becomes Statholder, dies, or retires, the second most senior Secretary becomes the head of the council, and a new member is made the Junior Secretary. This system is colloquially known as the Octavian Roulette.
