Yes, I'm aware the Steel Brotherhood aren't the bad guys. But this is more a joke about bad ammo-management than being shot down by a friendly NPC.(Though, did anyone else think the big power armored face in the intro sequence/game cover WERE the bad guys? Bricks were shat when I saw they were on my side.)
