It looked like a photo for a moment. Does not look exactly identical to The Rock, but it did look like a photograph until you inspect it closely.
In terms of vision, it really fits what it is meant to be, with a few minor and irrelevant differences or inaccuracies.
In terms of originality it is hard to rate it as vey original because it is literally a portrait of a known figure and not an entirely original creation, but still rather original in terms of craftsmanship.
The technique is the best element. It, as mentioned, passes for a photograph.
The impact, well, there is not much "Impact" in the sense that it does not elicit an emotional response unless you have an opinion on the man himself. But it does look realistic.
As someone who admires The Rock, I sincerely loved it.

First off, Dwayne "The Rock" Johnson is awesome.
Now that that is out of the way I really love how smooth and clean the drawing looks. It looks complete.
I like how you chose to do a black background, it really helps you focus on his face and it shows contrast.
I love what you did with a beard. For me it's near impossible to draw one so I find this impressive.
I'm think you can add a little more highlights to make it pop out more; it looks a little flat in certain areas.
