In this pic, Class 1-A is having a training exercise in Hero Class. They are doing capture the flag which will help students improve use of teamwork and strategy when facing certain adversaries.

Group A: Momo Yaoyozoru, Kyoka Jiro, Toru Hagakure, Mashirao Ojiro, and Yuga Aoyama.

Group B: Minoru Mineta, Fumikage Tokoyami, Mezo Shoji, Rikido Sato, and Koji Koda.

Group C: Katsuki Bakugo, Eijiro Kirishima, Denki Kaminari, Hanta Sero, and Mina Ashido

Group D: Izuku Midoriya, Ochaco Uraraka, Tenya Iida, Tsuyu Asui, and Shoto Todoroki

Izuku and Ochaco are hiding behind a brick wall trying to come up with a plan to retrieve the flag which is being guarded by Katsuki and Eijiro. Hoping to come up with a plan to get their flag, Izuku suggested taking a big risk by having him as bait to lure Katsuki away allowing Ochaco to go the flag. It's risky, because there maybe a possible chance that Katsuki may see through the deception, but Ochaco has faith in Deku's strategy.
