This is a masterpiece actually. I've never seen shading being manipulated like this and achieving such a strong effect. The direction of the strokes totally makes it look like there's a wind blowing through the alley.

The colored version is already cool. But this bw versions totally owns it. It is amazing how "simple" yet effective it is. Guess that's your new animation experience
