He's the main character for the Japanese version of Phoenix Wright 4. It's still in production over in Japan, so you won't see it for a while over in the US. (As far as I know, that is.)
The character's name is Odoroki in Japanese, and about all we know is that he's the protagonist for the fourth game, who defends Phoenix Wright, the previous protagonist.

Basically, all we know is that he's the defendant in the first case. You can read more about Hobohodo (Hobo!Phoenix) here. 
Personally, I'm waiting for the third game to be translated and then I'll be willing to spoil myself on the fourth game. I'm not sure how I feel about Odoroki. I kind of like Phoenix way too much to just allow him to hand over his badge to a rookie.
