I'd say you are right. If you are a true fan you make the character based on the authors own idea regarding chars. As for underdeveloped, well i'd rather say shes just different from the rest. There are women who naturally are like her aswell and there is nothing wrong with it, its the world around them thats wrong
Besides, Louise doesn't need the most sexy body, she compensates more than enough by being the most charming lady in the series (as is the beauty of having the leading role in a show
