Everytime I see someone representing a cooling tower as pollution, I can't resist the urge to go IT'S STEEEEEEEEEEEEEEEEEEEEEEAM! Water vapour != pollution.
That said, whatever the factory is producing could very well be something polluting (like radioactive waste for instance, if this is a nuclear power plant) even if we can't really see it. And the image is very well executed.
