He is Joseph Dredd and he is a Judge( arguably the best). Judges have rules. He's always followed the rules. Religiously. Without fail. And Judges can't have family of their own. Ever. But she isn't a Judge. Her name is Vienna Dredd and She is perfectly entitled to see her family and her family is him. Judges aren't allowed family. They aren't allowed family because they can cause unwanted emotional ties that harm a Judges ability to be objective when dispensing the law. Dredd dispenses the law. He is THE LAW. He is the law and she is his family. She is the daughter of his brother, Rico. Joseph and Rico were actually cloned from the same man. They are thus technically the same man and she is technically HIS daughter. He is a Judge and he is the law. He is a Judge and Judges can't have family.
