Lol nope don't know what that is, i found a picture on google someone had up that showed a preview of the Pokemon bank or something and it had these guys in it so I just used paint and cleaned them up a bit

This (3dscapture.com/) is a capture card for 3ds. It basically let's you stream the 3ds video output to your computer, that's what I've been using to get the icons. A friend of mine has it, he captures the pokes, gets the screenshots on his pc and sends them to me so I can rip them.

The ripping process is easy, you just take screenshots from your computer whilst having the game attached. It's not difficult and it's fun, but by now I think most assets from both XY and ORAS have been ripped already.

Honestly, IDK. Without an emulator, getting simply the sreenshots are difficult enough as it is, so I figure getting them animated exactly as they should be would be extremely bothersome. If I get enough time and help later on, sure, but for now it's not in the plans.

Not officially, no. They'll only release once they complete ripping all pokes and forms. There are no 2 frames in X&Y, just the same one jumping up and down.
