Bubble Flora float on the surface of the Genesis Pond by filling a huge chamber inside it's body with CO2 and O2, this chamber(which makes up much of the Bubble's body) is see-through, thus making the Bubble difficult to see underwater. They often clump together(as little floating things often do) and make the water underneath shadowy, a nice place for fry to live and to less likely be spotted.

The Bubble's tendril, which makes up much of it's length, is what used to be it's tail; now it is used to distance the Bubble and it's 'Sporoid pod'(the most noticable part to a predator) and lessen the chance of the Bubble being devoured. If the pod is eaten, or removed in some way, the Bubble can just regenerate a new one, so the pod almost doubles as a decoy. The tendril and pod, unlike in the picture, usually hang downward and away from the Bubble in a curved fashion, this 'upside-down micro forest' simply adds to the attractiveness to a fry looking for a home. BTW that round thing on the tendril is the sporoid pod, it doesn't float.
