...I think you missed the intentional irony of this photograph.
The photographer is making a statement in the prevalence of people noticing a picture for the woman in it, rather than the quality of the photograph.

It fails for the people who look at the breasts. For that reason, it fails for THOSE people and they can luck out in getting the point.
For people like me who understood his framing, reason for the breasts and looked first at the sign. We get it. We succeeded. If you even notice, those who didn't notice the sarcasm have not been replied to by the artist themself. I would not have either, for they failed when the point of the whole photograph is easily seen.
