So apparently the enemy can spawn out of no where, even after you clear a area...
Though the numbers may very, you're screwed if playing on a higher difficulty setting.

Apparently engaging in any form of combat in a "high vigilant" area makes enemy reinforcements spawn...Even if you haven't been spotted getting the kill.

When you hear the AI telling you that "troop deployments have changed", take a good look at your surroundings and map.
