My main character, since the story is based on an RPG character explaining why he doesn't have a full assortment of possessions can be difficult, so my go to explanation is being released some sort of imprisonment where his items and possibly his powers were stripped. Going back to my preference for Kitchen Sink style settings I've been looking into a Cynosure from the Grim Jack series and it looks like it would work well on the surface (a dimensional melting pot some parts of town prevent magic use and others prevent technology so one or the other might not be good enough all the time). The flexing physical laws make it easy to deny the use of anything not fitting the current scenario (at least until the group gets a reality stabilizer).
