I actually like the theme better because of it. Smoking is looked down upon in today's American society but here you have two American cartoon characters for children entertainment set in an AU free of parental censorship. With-in the AU the characters are more true to the time periods that they are associated with and back then smoking wasn't as negatively scrutinized as it is today.
The title of the piece posed an interesting question that allowed one to mull a little deeper into the piece. Now Shaggy is easy, a joint and a seventies hippie is iconic but the legal issue over marijuana hasn't changed much since the seventies. I'm sure many viewers associate themselves with Shag'.
Looking at some of these comments it seems clear that Shaggy is guilty of possession but now how'bout the Sheriff? Let's say his cigarette is laced with cocaine. Now in a modern setting he is guilty as well, however given the time period you apparently have place him in cocaine and hemp is not yet illegal. Thus, he's in a weird juxtaposition where he's a figure that represents justice, but he's from a AU which mimics the pre-prohibition era.
So in a weird way you have created a piece that explores drug use, illegalization of, and censorship throughout America's iconic history.
