The hunt for Wilhelm Kube began immediately after his appointment as general commissar of Belorussia. In March 1942, Minsk underground fighters received orders to poison Kube. On September 6, 1943, partisans mined the officers' club-casino in Minsk. The exact number of victims of the explosion is unknown. German newspapers reported that there were 16 dead and 32 wounded SS men, but Kube was not among them.
In February-March 1943, in the triangle of Sebezh, Osvej, Polotsk in Belorussia, as well as in the Pskov region, the German command began the operation "Winter Magic" to destroy partisans. All in all, during the operation only in Belarus 3500 local inhabitants were killed and burned alive, 2000 people were taken to work in Germany, more than 1000 children were sent to the concentration camp "Salaspils". Thousands of people perished and on Pskov region from 9200 destroyed and burnt by Hitlerites settlements, in Byelorussia 5295 fascists destroyed completely or with a part of the population. The losses on the part of the punishers were counted in units, as they practically did not fight against the partisans, killing mostly only civilians.
