It's there so you can interpret it how you like; the heart is either there to show your love for just Eevee, or it's there in the middle of the sun and moon because your Eevee must "love you" a certain amount before evolving into either Espeon or Umbreon.

That is how I interpreted it. Eevee has to be at "happiness" for him or her to evolve into Espeon or Umbreon, thus the heart.
