Long story short she is more playful and cat like than actual cats. She suddenly appeared within the Raviel asylum playing around with the staff and bothering the headmistress. After a while and establishing the feline was harmless, it was decided to "keep" her and she became an official employee. The contract states "Ritsu Kura stress relief hostess" which is the nice version of office eye candy and plaything. A status her uniform reflects nicely.
