Whether that's true or not, it's irrelevant to the issue. I don't think any normal human being (and by normal I don't mean average, I mean born void of any mental disabilities) would react with so little enthusiasm to his/her best friend boiling over with anger especially if that anger was directed at him/her. I just feel like we should see a reaction from Phineas or an expression on Phineas' face that shows either much more concern for Isabella or much more fear of Isabella (kind of like what we see in the last panel).

True, but the only real disregard to real world truth in Phineas and Ferb is in regard to physics. As far as emotion and reaction go the show is generally sound.
