Lily has a new evil plot to expand Team Rocket's real estate. She planted a villainous mind control earpiece onto a new victim with the intention of him doing the dirty work of her and Team Rocket.

She gives him hypnotic orders to plant some explosives at a Pokemon Center with the intention of putting something villainous and evil on the plot of land. She intends for him to take the fall and turn himself in and she doesn't care about the causalities.

If he gets away with it she won't face justice and many people and pokemon will be injured.
