So this is a technique of digitally colouring a traditional drawing. It's also preatty easy to use, i mean this piece just took a little more than one hour.

I did not use a scanner, nor a graphic tablet...

So to be honest, it's not impossible to create decent paitings with a mouse, but it doesn't compare with a what a tablet can do for sure.
But if you can't get a tablet just go ahead and make digital art anyway if you really want it, because as i said, it's not impossible.
