Personally I think Shepard and Kaidan would retire not too long after the end of the war; a pair of old soldiers like them have seen more than their fair share by that point, after all. That said, I doubt they’d be able to step away completely, what with the galaxy being left in something of a shambles. They just shift to helping out from the civilian side of things, acting as diplomatic go-betweens during the rebuilding effort. Shepard was the lynch-pin to bringing a lot of very disparate groups together for the war against the reapers, if anyone can make those same groups play nice while the Milky way tries to pull itself back together, its him.
It’s a not quite Shepard’s ideal retirement, but with Kaidan at his side, their own little ship, and the freedom to go where they please, it’s pretty damn close.
