That's the way her mane and tail look when she's wet; remember when she rose up from the lake in "Griffon the Brush Off"?
Cute drawing, and really nice rain effects. It's good to see a pony pairing portrayed in such a way that it's not automatically "shipping". (Though if someone wants to interpret it that way, it won't bother me any, either.)
