Wow! That's completely -awesome- fan artwork, I really like it.
I love the comic style to it, how it's sorta sketchy and rough, very similar to that of the original Dragon Ball manga, yet at the same time retains its own original, unique style.
The poses are very clever and all suit the characters very well, and the detail in Master Roshi's turtle backpack thing is great. As loish pointed out - the woman in the bikini in the reflection of Master Roshi's glasses is a very nice touch!
Fantastic artwork - it's great. My only complaint is that we can't see this at a higher resolution. 
Regardless, awesome work. I love it.
