I feel a little lost, but I'm going to assume this is from the second game? I'm too poor to own good things like video games. I have to barrow them. But I do like this! It's funny despite being lost!! Silly Anders.

The way I see it, by that point, Anders was not completely sane. The only reason I don't say completely is because some part, a very small part at least, seems to acknowledge that what he did might not have been right, when he is telling you to kill him. Moreover, when you rt the companions have been like and have been doing over the time skips, each one of Anders have been emphasizing state has been getting worse and worse.
When I did my first play through, I did kill him, which is actually the only time I did. When I try to understand his reasoning, I can sorta understand it. Anders has spent seven YEARS going about a more peaceful route for mage rights. He's been writing his manifesto and has, on more than one occasion, tried to speak to the Grand Cleric, the one person in Kirkwall who holds any influence over Orsino and Merideth. He's smuggled mages out of the city. At the same time, while this has had some success, it has also had a great deal of failure. Meredith becomes more radical as time goes on and mages lose more and more rights. By the third act, it is becoming public opinion that she is becoming mad. Orsino has little power to do much of anything, as he is being restricted to where he can even go, an action Meredith has made that is out of bounds of her authority considering she has no f of him having done anything.
What's most important to consider is that Anders has company in his body. He claims that he and Justice are the same person, a claim that does not appear to be completely true. Rather, they share the same body and Justice is the nagging entity inside. The only problem is that they ARE becoming the same person as time goes, and Anders can't tell what is him and what is Justice as they blend together, which is why he starts becoming insane.
By the end of the game, Anders has, perhaps naturally, given up hope on the cause for mage rights. The reason for that, greatly, probably mains with the Grand Cleric. The Grand Cleric DOES have an opinion on the matter. She actually states it earlier in the game, stating that she wants peace and neither side offers either. In Act 3, she also states that sides have their flaws and strengths, which is her vague way of saying why she hasn't taken the side. Of course, that's the problem. The Grand Cleric doesn't HAVE to take a side. She's not like Hawke, who, despite holding influence, holds less than Orsino and Meredith, and thus has to take a side. The Grand Cleric is respected enough that she her OWN side. Had she stated her own opinion- that she wanted peace, but felt sympathy for the mages and thought that they should not be treated as they were in the Gallows, while also thinking magic should be treated with caution- instead of ignoring the problem, things might not have ended up having such a domino affect.
Alas, Justice or Anders- hard to tell by that point- thought up the idea and went through with it. I highly doubt even Anders knew whose idea it was. I find that killing him is usually out of anger or a mercy kill- he WAS miserable by them; I mean he was expecting Hawke to kill him and did it anyway. But the reasons for sparing him can vary, especially depending on Hawke's personality.
